Mobility & Self-Certification

The Prime Minister's decree of 9 March extends urgent measures to contain Coronavirus infection throughout the national territory. For these provisions, it is possible to leave the house only for proven work needs, health reasons and other needs. Displacements are limited not only from one municipality to another, but also within each center, large or small. To justify your movements, you must use a self-certification form to fill in and take with you. There are only three possible justifications: proven work needs, situations of necessity (for example the purchase of food or medicines), health reasons. If you are stopped for checks, you must submit the form to the police who will subsequently verify the statements made. In case of false declarations, sanctions are foreseen. If you don't have the form with you, the control will be given a copy to fill in at the moment. A version of the form with drafting aids, especially for foreign students, is available in the attachment. The self-certification form, with english instruction, is available here, or as a PDF here (italian only).

Frequently Asked Questions (Translated from the Italian Ministry of Health vademecum):

What are the symptoms I must pay attention to?
Fever and flu-like symptoms such as cough, sore throat, shortness of breath, muscle pain, and tiredness are signs of a possible infection with the new coronavirus.

I have fever and/or flu symptoms, what should I do?
Stay home and call your general practitioner, family doctor or the medical guard. Do not go to the emergency room.

When should I call my doctor?
If you think you are infected, call you doctor as soon as you feel respiratory symptoms, and explain to him your symptoms and risky contacts.

4. I cannot contact my family doctor, what should I do?
Call one of the emergency numbers indicated on the website www.salute.gov.it/nuovocoronavirus . For Friuli-Venezia Giulia, the number is 800 500 300.

5. I can go directly to the emergency room or to my doctor?
No. If you enter the emergency room or go to a clinic directly, without agreeing the course of action with your doctor, you may infect other people.

Some additional raccomandations from Istituto Superiore Sanità:

Stocking up on Food: it is not necessary to stock food. The shops, in the areas which are not currently the site of outbreaks, remain open and ensure the supply of all products, not only those of primary necessity.

Stocking up on hand hygiene products: even if, due to the fear generated by the contagion, the pharmacies and other outlets may remain without gel or solutions for the hygiene of the hands, it should be remembered that washing with water and soap, if well carried out, also guarantees perfect hygiene against the SARS-cov-2 virus. If you would like to take advantage of the convenience of a gel or hand hygiene solution based on hydro-alcohol to take with you and to use in any situation, We point out that these products can also be prepared by some pharmacies as galenic products with a special label. We suggest you choose those with at least 60% alcohol content.

Contagion by pets: although it may be assumed that SARS-cov-2 originates from an animal reservoir, the contagion of coronavirus disease (COVID-19) is from human to human It’s a good hygienic rule, however, to protect yourself from other more common pathogens, wash your hands with soap and water after taking care of the animals.

Stay at home, do not go to the emergency room or to the doctor’s office but call your general practitioner or family doctor on the phone. Or call the regional toll-free number: 800 500 300. Use emergency numbers 112/118 only if strictly necessary.

ADDITIONAL INFORMATION FOR AT-RISK POPULATIONS

• Specific information for pregnant female workers (pursuant to the protection of the female worker)
The current situation in Friuli-Venezia Giulia and in SISSA requires to take measures to prevent the spread of contagion in FVG. There is currently no guiding element of a potential biological risk from Coronavirus in SISSA. For this reason, there are no elements to foresee an exoneration / removal from work for pregnant women, due to biological risk.
Furthermore, according to The Lancet, there is no evidence in literature that indicates the incidence of the virus on the fetus.

As a precautionary measure, it is considered appropriate to suggest pregnant women to consult their gynecologist specialist for a health opinion on the opportunity, based on the stage of gestation, to abstain from work or other activities that include large amounts of people and therefore a potential greater respiratory infectious risk that cannot currently exclude Coronavirus.

COVID-19: pregnancy, delivery and breastfeeding (From Epicentro/Istituto Superiore di Sanità)

Pregnant women are considered a population at risk of viral respiratory infections, such as such as COVID-19 (Corona Virus Disease) infections and seasonal flu, for possible consequences on the mother and foetus. For seasonal flu, the vaccine during pregnancy is recommended. In the absence of vaccine against SARS-CoV-2, the virus responsible for COVID-19, common primary prevention actions are recommended for pregnant women and their contacts. These actions require frequent and accurate hands hygiene and attention to avoid contact with sick or suspect subjects, according to the recommendations of the Ministry of Health and international institutions [1,2,3]. At present, there is no information on the susceptibility of pregnant women to the pathology of the new coronavirus SARS-CoV-2 [4].

The transmission of the SARS-CoV-2 virus occurs through direct contact, through the breath droplets that can be transmitted with the saliva, cough or sneezing of infected people and through the contaminated hands (not washed) brought to the mouth, nose or eyes [5,6]. It is unknown whether vertical transmission, from mother to foetus, of SARS-CoV-2 occurs. Among the first 19 cases of pregnant women and infants born from mothers with clinical symptoms of COVID-19 described in the literature, the virus has not been detected in amniotic fluid or neonatal blood of the umbilical cord. Therefore, currently there is no evidence to support a vertical transmission of the SARS-COV-2 virus [7,8,9]. At the current state of knowledge and if there are no specific maternal or foetal clinical indications, for women with suspected SARS-CoV-2 infection or with COVID-19 the caesarean section does not seem appropriate. The current indications for carrying out vaginal or surgical delivery are valid.

Concerning the hospital management of suspicious or certain cases, please refer to what is recommended for the management of infectious conditions including, if necessary, the isolation of mother and/or newborn.

Any temporary separation of the infant from the mother during hospitalization must be carefully considered by the health professionals with the mother, evaluating the risks and benefits of this choice, including the protective potential of colostrum, mother milk and breastfeeding [10].

The virus responsible for COVID-19 was not detected in breast milk collected after the first feed (colostrum) of the affected women; in one case, however, antibodies to SARS-CoV were detected [4,7,11]. Due to the scientific information currently available and the protective potential of breast milk, in the case of a woman with suspected SARS-CoV-2 infection or affected by COVID-19, in positive clinical conditions and according to mother desire, breastfeeding should be started and/or maintained, directly or with expressed breast milk [10,12].

To reduce the risk of transmission to the child, it is recommended to adopt preventive procedures such as hand hygiene and the use of a mask during breastfeeding, according to the recommendations of the Ministry of Health. In the case in which mother and child must be temporarily separated, it is recommended to help the mother to maintain milk production through manual or mechanical extraction which must be carried out following the same hygienic indications [10,12].

For all operators and professionals who take care of pregnant women and infants, it is recommended to follow the preventive recommendations [10]. Refer also to the Operational Guidance "Feeding infants and young children in emergencies" for aspects related to the management of infants (0-2 years) in the case of a new SARS-CoV-2 coronavirus emergency [13].

• Information for workers with chronic diseases

For workers with chronic diseases that can alter the immune status (oncological diseases for example) and / or who take drugs that can reduce immune defenses, it is recommended, in addition to prompt compliance with the recommended hygiene rules, to consult their specialist to get information on the opportunity to abstain from work or to frequent areas that determine the presence of greater numbers of people and therefore a potential greater respiratory risk that cannot currently exclude Coronavirus. Such workers are advised to contact the Competent Doctor for a joint assessment with the specialist.
